Doesn't the mwheel package simply respond to button4 or button5
events
from the X server? So it will help you if your XEmacs beeps and says
'button4 not defined', but when XEmacs is completely insensible to
mouse wheel events mwheel can't help. Something lower-level and more
Windows-specific is needed, I think.
Yes, your analysis is correct, as I understand mwheel-scroll.
I'll have to re-check tomorrow at my ork-place. Right now, I'm
sitting in front of a UNIX box.
