Windows 21.4.5 Ready for release.

I have updated the kits again to include mike's handle fix and to fix some minor packaging issues. The release process was fully automated this time, so hopefully I can do subsequent releases very quickly. I have committed all changes under the windows-21-4 branch. I really need a confirmed install on Win98 before making the announcement, unfortunately the ftp site seems to be hugely slow now so I suspect a few people are downloading. If anyone who uses XEmacs on Win98 could try I would be really grateful. Thanks andy
