IIRC the new psgml has some trickery to do dynamic menu updates. It
calls some function to recompute the menus from some hook
(menubar-update-hook?). I remember there is a Changelog entry
complaining that this hook cannot be buffer local under XEmacs.
Maybe something is going wrong there.

P.S. In the betas they had a more XEmacs like :filter based solution
that would have been much clearer under XEmacs. Unfortunately for some
reason (deficiencies in the FSF :filter?) they cooked up their own
solution in the end.
