You have a non-XEmacs.org-distributed package ("preview") installed in
$prefix/lib/xemacs/xemacs-packages/. Move it to
$prefix/lib/xemacs/site-packages/ and your problems will go away.
You'll have to do it manually. There will/could be files in:
./xemacs-packages/etc/preview/
./xemacs-packages/info/
./xemacs-packages/lib-src/
./xemacs-packages/lisp/preview/
./xemacs-packages/man/preview/
./xemacs-packages/pkginfo/
Just put them under the same directory structure, but under
./site-packages/ instead of ./xemacs-packages/.
