Mule/leim/quail (21.4.19) latin-pre seems to be inconsistent

Hello I just prepared a small patch for the latin-pre pkg in leim/quail. So that œ is included in the input method. However there is one thing I don't understand and which looks inconsistent to me. For example french-pre is defined by (quail-define-rules ("'E" ?É) etc, While latin-9-pre Uses (loop for (string code) in '(("'A" #x41) etc. Why this difference I would like to know before sending a patch.
