"Opposed" is the wrong word, I suppose. However, even such leading
lights as Hrvoje, strongly sympathetic to both I18N and M17N, have
pointed out many problems with the current implementation in their
personal usages. And even Mule advocates admit that there is a
definite and significant slowdown involved, although the magnitude is
disputed.
I personally never use a non-mule XEmacs[1], but at this point I cannot
advocate removing the option to leave out Mule, or even make Mule the
default.
