21.5.11 is now ancient. I've seen this bug reported, I believe it is
fixed as we are seeing build reports for more recent versions.
The release manager for 21.5 does not have access to a Windows
environment. Releases are based on recent reports about CVS.
However, there are no access controls immediately prior to a release,
so the release version often contains relatively untested code. This
is exacerbated by the working habits of the primary Windows developers.
You really want to be working from CVS if you're going to follow the
21.5 tree.
Just gave it a try with the current CVS checkout and got the same
failure.
