Thanks for adjusting and applying it!
I checked the sys_siglist thing on the Vista machine and make is now busy
testing and installing so apparently it is not needed here. I'll double
check later on XP.
It is a real pity we don't have a, or better yet a set of, Windows buildbot
slaves that could catch these problems.

Actually, I did not need the sys_siglist part of the patch for either
Windows native or cygwin. I have committed the syswindows.h changes.
Henry - I did not commit any change for postgresql; is the postgresql
build still broken for you? If so, please submit a patch with a
ChangeLog.
