No, you are correct, you can't run packages "in place". But you can
get close (at least on a Unix platform)...
In 'Local.rules' if you set:
symlink = t
XEMACS_STAGING = /usr/local/lib/xemacs/xemacs-packages
MULE_STAGING = /usr/local/lib/xemacs/mule-packages
And then do a 'make install', you'll get a symlinked package tree.
