OK, I went ahead and applied this to 21.5 and recommend it for 21.4 as well.

Hi Ben,
As far as I could tell from the discussion a while ago the
position is that the stuff in the GNU docs will not be
licensed to the XEmacs manual.
Given that, is there anything else I can do to get this
documentation patch in? The C Mode documentation is really
quite broken as it is now.
