I don't know if you are already familiar with these or if they are what
you're looking for, but there are W3 and URL (which has apparently been
decoupled from W3) projects at
savannah.gnu.org.
I'm aware of those -- that's where I got the "mailing list at gnu.org"
address that I referred to in the original message.
Specifically, take a look at the development list archives at
<
http://mail.gnu.org/archive/html/w3-dev/>. There's my mail
(unanswered) in November, and no activity since May, and that was two
bug reports (unanswered). Before that, there was no activity for
*years*.
Based on the bleak mailing list traffic and the lack of response to my
mail (which contained the suggestion for a fix) I came to the unhappy
conclusion that there's a high likelihood that W3 is unmaintained. If
that's the case, I argue that we should take over the maintainership
of the package or drop it.
I'd love to be proven wrong.
