Package documentation and skeleton.el [was Package Building Problem]

In other news, I've written a couple of skeleton definitions to create Makefile, package-info.in, and .el files. I think the skeleton syntax really sucks, and am leaning toward rewriting from scratch, but I'll check these in within a couple of days for people to look at.
