The *.rules files definitely need to have all the comments moved to
texi, to be replaced with a reference to the info/html docs and terse
memory-jogger comments.

In other news, I've written a couple of skeleton definitions to create
Makefile, package-info.in, and .el files. I think the skeleton syntax
really sucks, and am leaning toward rewriting from scratch, but I'll
check these in within a couple of days for people to look at. What do
other people think?
