It will also probably break auto-detection for Shift JIS and Big5.
On consideration, I don't see how to test that issue without, well,
testing it. If you make the patch to the usual *technical* standards
(ie, XEmacs still builds, coding style is OK, etc), I'll apply it
*unless* vetoed by somebody else. (I think that very unlikely, but it
would be unfair to not mention the possibility.)
However, if it *does* break Shift JIS, Big5, or any other coding
system detection, I'll probably push for reverting it.
