No, it was added to prevent configure from hosing
unsuspecting users. I forget the details.
Please don't do anything to configure.in except on a user
complaint; it's a lame duck anyway. Instead, work on configure.ac.
This, and everything else I've been posting recently, is from old
workspaces. I've already done a bunch of work on configure.in; I just
haven't merged it. One such particularly major change redoes things so that
you can compile a single XEmacs with both X11 and GTK support.
