German menu with LC_CTYPE=de

I have the following locale things set: /-----[ locale ] | LANG=C | LC_CTYPE=de | LC_NUMERIC="C" | LC_TIME="C" | LC_COLLATE="C" | LC_MONETARY="C" | LC_MESSAGES="C" | LC_ALL= \----- I get a German menu bar. I'm surprised about this, since LC_MESSAGES is set to C. IMVHO, XEmacs should display a menubar according to the LC_MESSAGES setting.
