I agree and I can reproduce it here, but it doesn't seem to be caused
by browse-url.el so I'll defer it to someone else.
browse-url-xemacs.el has "Mozilla -> browse-url-gnome-moz". IIRC 21.5
uses browse-url-xemacs.el, and the Options menu entries in 21.4.11 were
synced from it.
This should be changed in browse-url-xemacs.el and lisp/menubar-items.el
of 21.4.
