What do you mean by "slow"? Your Installation suggests that you have
a 2.66GHz 4-CPU machine....

I am running xemacs in text mode over ssh. I don't see this problem
with xemacs running locally, nor with any other program run over ssh.
There is a known problem where the Linux kernel, ssh, and XEmacs
interact badly. It also affects GNU Emacs. It's been a while since
I've heard such reports, so your issue may be something different.
I'll have to dig up those reports; there was a workaround (some
unusual way to configure XEmacs or ssh).
Unfortunately, I don't observe this, and I do exactly the kind of
thing you are describing all the time. So I guess it's system and/or
version dependent.
Please tell us the exact versions of the Linux kernel and libc (if
they are the same as your Installation below: Linux 2.6.15-gentoo-r1
and glibc 2.3.5, just confirm that), ssh, and ssl.
