I looked into it a bit more. The "problem" is the XConvertCase call.
Non-alphabetic keys do not have an upper and lower case. So that keys
like ! have the MOD_SHIFT removed. This doesn't hurt when typing the
key in normal use (i.e. just adding ! to a buffer) but breaks things
like save-some-buffers.
So back to my old patch :(
