No, that means that you have to run `autoconf', not `autoREconf'.
(Someone generated some version of 'configure' using autoconf
2.61,
according to the comments in 'configure'.)
If `autoconf' succeeds, I don't think it matters which version you
use.
All I really want to do it submit a simple patch, to either
'configure' if that's the right thing to do, or to 'configure.ac' if
that's the right thing to do. Which is it?
Submit the patch against configure.ac (for 21.5) and configure.in (for
21.4).
