Patcher is now fully documented !

Dear friends, I've just checked in Patcher 3.1, which contains no user level code change, but a full documentation under the (new) directory xemacs-devel/texi/. Things do happen when you wait for long enough :-) When I can find the time to do so, I like writting documentation. This one is complete and I hope you'll enjoy it. Any comments are welcome. Steve, I let you do the Makefile trickery for the new directory and stuff.
