I've experienced this a couple of times in the past too. Maybe there's
something we could do about this, like when starting to download a
package, don't check if it's already in $TEMP, just overwrite it (or ask
the user first). Anyway, the current situation where the one in $TEMP
is always used without asking is IMO not optimal.
