For future reference, this is as far as I (as one reviewer, not as a representative of the Board) am willing to go at this point, but I'm being deliberately conservative. I think that deprecating obsolete and superseded packages is going to come up more and more frequently in the near future (AUCTeX v. old tex-mode.el is a case in point), and we need a consistent policy.
