function-key-error undefined

The function function-key-error is bound to several keys in keydefs.el, but it is never defined. This leads to a void-function error when those keys are pressed. I discovered this when I pressed Control-End when running XEmacs on a terminal. Incidentally, it appears that FSF Emacs once had this function, in bindings.el, but it is now commented out, as well as all uses of it.
