Dear Bug Team!
This is not so much a bug as an infelicity: in XEmacs 21.4.4, the
above-mentioned flag is set to nil when XEmacs starts up if it is
initially t. This means that if you look at the customization setting,
then it appears to be switched off, even if it is on. This confused me
when trying to work out why wwi appeared not to be working; this was
the obvious cause, but in fact was a total red herring.
