.xemacs/ is recognized as a user package directory if it exists in both 20.3
and 20.4.
I think the .xemacs/{init.el,options.el} was a good idea and should make it
into 21.1.
This makes also a clear cut from stallmacs (separate config files -- for those
weird guys who use both).
