A slightly more correct place to fix it would be in the XEmacs 21.4 code,
but I have no commit access to that tree, and more sensible changes (e.g. to
get it building on more recent Linux,

) should take priority if *anything* goes in to it.
As I have just posted to the list, I have reproduced the 21.4 build issue
locally, renamed leim/hebrew.el to leim/hebrew-input.el within the package,
rebuilt and tested the 21.5 build, which works locally.

Well, certainly the latter if at all possible.
It may make sense, though, to keep the previous version of packages
around for a few months, so that users and packagers can quickly work
around issues that managed to dodge testing.
The PGP signing infrastructure we use wouldn’t be easily available with that
archive, but I suppose that was equally true of the “experimental” packages
we used for so long.
