I am not sure. In the Win95 GUI (now used also by NT), there seems to
be no such thing as "iconified window". The only things that qualify
as icons seem to be the stupid and useless bits on the desktop. :-)
For example, setting frame-icon-title-format does nothing on NT.
Instead one must set frame-title-format and decide if one's iconified
by calling (frame-iconified-p).
But then, maybe that's just another symptom of the same bug.
