I'd be pitching in more, but for time and (perceived) inexperience. I will start trying to do a bit more; at least reading more of the feed should help with the latter problem (although not the former, alas!). I agree that support mails shouldn't be directed to webmaster(a)xemacs.org, but I have been taking a stab at answering questions, and directing people to ce.xemacs for followup.
