This is one of the reasons why: when you move dependencies out of a
recursive make, you must explicitly force a remake of everything,
because make just lost the dependency it needs to know that it needs
to rebuild a target. Catch-22 (at least this one doesn't mean you end
up in Vietnam in 1967).
Maybe this is the reason why the recent package site update didn't
propagate to lisp/auto-autoloads.el in 21.4.10RC2?
