XEmacs-specific stuff? Probably not, though you never really know.
Generic stuff? Definitely -- that's how Gtk themes work. You might
look into "ghost specifiers" for implementing that. For instance,
XEmacs on Windows is supposed to respect the user's system-wide color
settings.
On Windows we respect the user's system-wide color settings only at
startup, not dynamically. I don't think Kirill really finished off the
ghost specifiers stuff.
