Indeed :-( .
There’s no smaller national standard that includes it, though, so I’m not
going to propose immediately adding it to XEmacs. See the recently committed
docstring change for unicode-to-char for details on how to add temporary
support for it yourselves, at

Thank you, I added support for a few characters the the SuSE XEmacs
package that way.
Redisplay will work on the sjt-xft branch, but not with server-side
X11 fonts as is the default. However, data read in will be preserved
when they are written out again.
I found that redisplay works OK not only on the sjt-xft branch but
also when using "xemacs -nw" in a terminal which can display the
characters.
