There are two cases, with identical behavior, xemacs with my
setup and xemacs -vanilla. In both cases `efs-use-passive-mode' is
the default, nil.
In my user setup I did add '-p' to the default `efs-ftp-program-args'.
However, this should have no effect on the behavior of the ftp client
itself as lukem (NetBSD) ftp tries passive by default, and the passive
transfer succeeds. And the same thing happens with xemacs -vanilla,
where all efs variables are default AFAIK.
