Please update to 21.4.10 or later. Several changes that might address
this have been made to X device handling. I can't guarantee that
anything useful will happen; quite possibly you will get a graceful
exit saying that the X server seems to have died, which is a
reasonable response to the situation (can connect to the X11 port,
can't get display characteristics).
In the meantime, tell PUTTY not to pretend it's an X server when it
isn't, or try starting XEmacs -nw. PUTTY is deliberately trying to
confuse XEmacs; it's not surprising that it succeeds.
