Try running "xemacs --debug-paths". This will tell you where XEmacs expects to find the packages. You can also set the environment variable EMACSPACKAGEPATH. If you know your packages are in c:\progra~1\XEmacs/XEmacs-21.4.9/xemacs-packages/lisp/cc-mode and similar for other package names besides cc-mode, set EMACSPACKAGEPATH c:\progra~1\XEmacs/XEmacs-21.4.9 may give you some joy.
