RE: Installing Native version on windows points to cygwin
Did you use the latest version of setup.exe or did you upgrade XEmacs
without downloading the updated setup.exe? This was a bug that should have
been fixed in one of the more recent setup.exe's. Did you upgrade from a
cygwin version? This doesn't work so well - you should fully uninstall
XEmacs and then start again.

I have found that when installing Xemacs on Windows all shortcuts
and
file type info point to the cygwin version of the .exe. Instead of
<Xemacs path>\bin\i686-pc-cygwin\xemacs-21.4.8.exe
it should point to
<Xemacs path>\XEmacs-21.4.8\i586-pc-win32\xemacs.exe
