This is why when you install or update packages you should always:

Packages -> Add Required
If one should "always do it," then IMNSHO Xemacs should do it
automagically without being told. Like the dependencies behavior in the
newer Cygwin Netinstaller versions, selecting a package for installation
should select its "requires". Unlike the Netinstaller, the behavior
might be better triggered at "Execute" time so the required packages
don't get loaded if the user changes her mind and deselects a package.
