I don't know if you are already familiar with these or if they are what
you're looking for, but there are W3 and URL (which has apparently been
decoupled from W3) projects at savannah.gnu.org. A [really] quick peek
at the web CVS interface shows some activity in both at least 4-5'ish
months ago.
