This code looks strange to me, and the comments are quite possibly
incorrect about differences between EUC and SJIS. I don't have time
to check for bogosity right now, but in the interest of narrowing the
possibilities:
Are you using Mule? If so, are there any Japanese characters in the
files or are they straight ASCII? Does the error show up with a
no-mule build?
Even if the sniff.el code is entirely correct, it's possible that
using Mule would cause X selections to behave differently.
