The thought is that the versions provided in debian packages are likely to be newer and more closely watched by their maintainers than I'm able to do. If this behaviour bothers a particular user they can edit the file /etc/xemacs21/site-start.d/00debian.el to change/remove/etc the way the path is setup there.
