Nope.
$ pkg-config --libs pango
-pthread -L/usr/lib/i386-linux-gnu -lpango-1.0 -lgobject-2.0 -lgmodule-2.0 -lgthread-2.0
-lrt -lglib-2.0
But it does not require gtk, which is what's relevant here.
