EFS problems should be reported with M-x efs-report-bug.  Not only
does this go directly to the experts, but it also provides a lot of
useful debugging information.

Known problem with recent EFS, solution unknown as yet as far as I
know.  The EFS maintainer is working on it.  In the meantime use your
command line client directly to download the packages to the root of
the package hierarchy (do M-: locate-library RET efs RET and truncate
before "lisp/efs/efs.elc"), then untar it there.
You probably can get things working by backing up to EFS 1.22, still
available in the main packages directory.  (EFS 1.25 is still in
test.)
