[Corrected Patches] Re: (call-process ...) to return correct exit-status on NT

Sorry I goofed!
I backed out a necessary modification to sys_subshell before sending
the patches.
Here are both patches again including these modifications. To be
applied against vanilla 21.1.7 and 21.2-b19 respectively.
