Why would you want to do that?
We could get rid of the synchronization problems and extra work
by dropping the XEmacs distribution path. I already create an
XEmacs package for each VM release and VM already has multiple
distribution sites.

No. The package index doesn't specify download locations. And with
the current implementation of PUI, using multiple download locations in
the one invocation is fraught with danger.
Too bad. I rather like the way the FreeBSD ports system works.
The official source tarball is downloaded from its normal place
on the net and then any FreeBSD-specific patches are applied.
Finally the package is built and installed.
