I'm just thinking that in the long run the primary install.html page
should be a web version of INSTALL itself. INSTALL is already
"almost" reStructuredText[1], so revising it to actually *be*
reStructuredText would be straightforward. Then the HTML can be
automatically generated. I'm also thinking about moving the whole
shebang to Django, once our host has its new server up and we have our
own VM.
In the meantime, I've gone over the INSTALL file and reorganized it
more or less into a "basic" and an "advanced" section. The
"basic"
section handles the build process overview, and configuring features
and a few things that need to be configured in many cases (such as
--with-site-prefixes, especially on the Mac and Cygwin where a lot of
people install in places other than the standard system directories,
and --with-system-packages, which comes up frequently because our
default for lisp changed from .../lib/xemacs to .../share/xemacs not
too long ago).
The "advanced" section has stuff that users normally don't need to
deal with, like separate search paths for libraries and headers,
choice of mail locking protocol, compiler selection and flags, etc.
I also updated the library list.
Once we have INSTALL.html in place, I wouldn't have any objection to
one or more shorter HOWTOs aimed at specific configurations or
specific platforms. But the primary reference should something fairly
complete.
As far as help on the rest, especially notification of broken links,
that would be wonderful.

[1] I happen to like reStructuredText, but I wouldn't be averse to
a different "almost plain text" markup language. Django already
supports about three of them and it's not hard to add more (although
it's probably preferable that they be writting in Python).
