Patcher: Unclear error message.

When I was trying to use Patcher (from xemacs-devl 1.44 on XEmacs 21.1.14) ) to generate my recently submitted patch, it kept reporting the following error: It seems that your project is out of date. Please update it before running Patcher. I'd guess that it's asking me to do another "cvs update", but it still generates this message after I've done so. I've also looked at the source to patcher but can't determine what condition it's testing for. Could someone please tell me what I need to fix to get rid of this message?
