Non-X cygwin build
The ability to build a non-X version of 21.5 has been broken for quite a while,
and I've been working on it for a couple of days. The fix is actually a fairly
simple patch to configure; however, I'm not sure whether configure.ac or
configure.in or both should be modified. I've modified configure.ac and it's
building and working fine. Does configure.in need to be modified also?
