I've now built XEmacs 21 from scratch[1] on 4 different systems.
We've only regressed back two years not three. It's not impossible to
build from scratch, only lightly-documented and sometimes an adventure
since it isn't being done very often. In other words, things aren't
much different than they were in the days of XEmacs 19.14. That should
change in the very near future.
