Re: split apart ChangeLog for etc/

I'd like to make a separate ChangeLog for etc/, since there are a large number of them mixed in with the core and it would really make it easier to get a clear view of what sort of changes have been happening, make locating changes easier, etc. So I want to go through, extract out all the etc/ entries from the main ChangeLog (splitting entries where necessary), and put them in the separate etc/Changelog. (In fact, I've already done about half the work; it's not that difficult.) What do you think? Some may argue that I'm "rewriting" history, but I'm clearly not -- just rearranging. All the history is still there. Agreed?
