You don't. The xemacs-package repo contains *references* to specific
revisions of all the packages (in file .hgsubstate). When you say "hg
commit" in xemacs-packages, it checks those references against the
checked-out revisions of the individual packages and updates
.hgsubstate, and commits those changes.
The only thing missing now are the pushes. Do I push locally in the
package and on top-level or is the latter sufficient?
Pushing at the top-level recurses into the individual packages.
