Please note that I have no intention of configuring gpg. It's stock
redhat 9.0, and if it's not usable out-of-the-box on that version (or
any other), we should just not use it.

Hope dies last. Steve Y has made it mandatory for 21.5 after he fixed
some bugs (that resulted in messages like the one you've received).
